Anat Baras
Mrs. Baras is a 15-year veteran tenders, contract and claims manager, with extensive experience representing both client and contractor. In her years of experience, she has advised and consulted on all levels of DB/PPP/BOT projects, from consortium structuring to tender submission, through to EPC-O&M, litigation (court and arbitration) and termination. Mrs. Baras effectively navigates the interests and interactions of all levels of stakeholders in multinational environments on local or national projects. A member of the Israeli Bar Association and a graduate of the Hebrew University in Jerusalem.

Assaf Behr
Assaf is a contract and claim professional, and the founder of SCL ISRAEL. Assaf specializes in international construction contracts both in contentious and non-contentious environments. For almost twenty years, Assaf has worked on Israel’s largest infrastructure construction projects, from the tender phase and until commercial operation. He specialises in complex arbitration proceedings. Assaf is a member of the United Nations Economic Commission for Europe Team of Specialists (ToS), and is Israel’s first delegate to the ToS. Assaf holds a BA in social studies (Economics, Political Science and Sociology), a law degree (LLB), and a second degree in general philosophy (MA), all from Bar-Ilan university. He is a certified arbitrator.

His experience includes consultancy services in the field of Corporate Finance and Project Financing, acting as financial consultant in many infrastructure projects and transactions including Public – Private – Partnership (PPP) transactions, concessions, privatization, Build-Operate-Transfer (BOT) and more. Barak holds an MBA from Tel Aviv University and The University of Chicago.

Gabriela Carlsson
Currently Gabriela is a Business Development and Contract Manager in Egis Israel. Previously she served as a Contract and Client manager in SPV – CFIR Light Rail Ltd. (CAF-Shapir), and in Alstom for 12 years, managing the Torts, Change Orders and Customer Relations. A third generation in the field of railway, she is highly experienced in the contractual and financial aspects of project management in various phases of BOT and PPP projects (BD, Tender, Financial Closing, EPC, O&M and Buy Back), in both the local & global market. Skilled in high-level interaction with internal & external stakeholders, organizational politics (with emphasis on multi-national organizations), customer-centric management and strategic development. Holds an BA in Business Management and Business Law from the Open University and a Directors diploma.

Idan Meir
Mr. Meir, served as the CEO of Israel’s largest and only plastics plant, recycling plastic from waste, CEO of one of the largest soil and groundwater investigation companies in Israel. He is also a very experienced project manager, managing a few of the largest projects performed in Israel in the infrastructures and environmental fields. Idan hold a BA and an MBA degree from Derby University and an MA in law from the College of Law & Business. Idan graduated designated courses on construction projects management and contaminated soils & groundwater from the Technion and from the MOEP.

Ittai Gross co-chairs the Infrastructure and Energy Group at Pearl Cohen Zedek Latzer Baratz and focuses on Israel’s largest projects (PPP, BOT, PFI etc.) in a broad area of sectors including transportation, energy, water, setting up of production plants and construction of large-scale residential projects. Ittai advises clients in Hebrew, English, Spanish and Arabic. Ittai is also a partner at the Commercial Litigation and Regulation Groups at Pearl Cohen. Ittai gained significant experience in all aspects of civil litigation and alternative dispute resolution, specializing on representing international corporations in legal proceedings in Israel and international arbitrations, as well as advising in complex regulatory and construction law issues.

Micha holds an LLB and LLM and since being admitted to the Israel bar in 2006 and to the Supreme Court of New South Wales and the High Court of Australia in 2009, Micha has practiced construction law with Allens-Linklaters in Sydney Australia and Yigal Arnon & Co. in Tel Aviv. Today Micha heads Pearl Cohen’s construction practice, where he delivers Israel’s most significant infrastructure and energy projects on a wide range of delivery methods. Micha is Israel’s Dispute Review Board Foundation co-country representative and a certified mediator.

Independent economic consultant and economic policy researcher. Nadav works with leading government ministries and organizations in the Israeli economy. Nadav has been involved in significant economic projects in the fields of infrastructure, health, environment and mobility and has been a member of thinktank forums at leading business organization and research institutes in Israel. Nadav holds a master’s degree in economics from the Hebrew University and a bachelor’s degree in mathematics and economics from Ben-Gurion University. Nadav worked as an economist in the budget department at the Ministry of Finance and at the international consulting company BDO.

He is integrally involved with many high-profile public governmental tenders, including advising tender committees, and representation of the public sector in court petitions and arbitration proceedings. Oren also has extensive experience in litigation proceeding concerning infrastructure projects and tenders’ law. Oren provides ongoing services and representation – particularly regarding administrative law petitions and issues with regard to projects and tenders.Oren graduated from The Hebrew University in Jerusalem in 2003. Tal Levanon
Tal (M.Sc. IE, PMI-SP) is the founder and partner of “Tal Levanon – HCP Ltd.”, an expert project scheduling consultant and the innovator of Hidden Critical Paths (HCP) technique, which is utilized for evaluating and enhancing project schedules. She implemented her methodology across more than 300 infrastructure and construction projects, spanning highways, interchanges, bridges, tunnels, railways, factories, sports stadiums, hotels and residential and office towers. Tal holds an M.Sc. in industrial engineering from Tel-Aviv University and is a certified PMI-SP (PMI Scheduling Professional). She actively shares her expertise regarding HCP and project scheduling through conference lectures, a training program that she leads and her two books: “לראות מעבר לקצה הקרחון” (Beyond the Iceberg’s Tip) and “על כלבים ופרויקטים” (On Dogs and Projects).
