The Founding Members established the Association and continue to play an important role in its institutional continuity and development. They reflect the multidisciplinary character of the Society and its connection to the construction, infrastructure and projects community in Israel.

Assaf Behr, Adv.
Assaf Behr is a contract and claims professional and the founder of SCL Israel. He specializes in international construction contracts in both contentious and non-contentious settings, and for nearly twenty years has worked on some of Israel’s largest infrastructure projects from tender stage through commercial operation, with particular expertise in complex arbitration proceedings. Assaf is a member of the United Nations Economic Commission for Europe Team of Specialists and Israel’s first delegate to that body. He holds a B.A. in Social Studies, an LL.B., and an M.A. in General Philosophy, all from Bar-Ilan University, and is a certified arbitrator. [Read More]

Sharon Adler
Sharon Adler is a partner at Agmon with Tulchinsky and head of the firm's Projects and Infrastructure sector. He specializes in construction law, project finance, infrastructure development, government contracts, dispute resolution and arbitration, and has close to 30 years of hands-on experience advising on some of Israel's largest and most complex infrastructure, transport, energy, water and industrial projects. He previously served on the Governing Committee and the General Assembly of the Israel Bar Association, and on the Governing Committee of the Jerusalem District Bar. Sharon is also an adjunct lecturer, public speaker and author of publications in the fields of construction law and project finance. He holds an LL.B. and an LL.M. from the Hebrew University of Jerusalem, and also completed pre-graduate studies at Santa Monica College in California. [Read More]

Gabriela Carlsson
Gabriela Carlsson is Business Development and Contract Manager at Egis Israel. Previously, she served as Contract and Client Manager at CFIR Light Rail Ltd. and spent 12 years at Alstom, where she managed torts, change orders and customer relations. A third-generation railway professional, Gabriela has extensive experience in the contractual and financial aspects of project management across BOT and PPP projects in both local and international markets. Idan Meir has served as CEO of Israel’s largest plastics recycling plant and as CEO of one of Israel’s largest soil and groundwater investigation companies. He is also an experienced project manager who has managed major infrastructure and environmental projects in Israel. Idan holds a B.A. and an MBA from Derby University, and an M.A. in Law from the College of Law and Business, and has completed designated studies in construction project management and contaminated soil and groundwater at the Technion and the Ministry of Environmental Protection. He has practiced construction law in Australia and Israel, including at Allens-Linklaters in Sydney and Yigal Arnon & Co. in Tel Aviv, and today advises on some of Israel’s most significant infrastructure and energy projects across a broad range of delivery models. Micha is Israel’s co-country representative of the Dispute Review Board Foundation and a certified mediator.
