Assaf Behr, Adv.

Assaf Behr is a contract and claims professional and the founder of SCL Israel. He specializes in international construction contracts in both contentious and non-contentious settings, and for nearly twenty years has worked on some of Israel’s largest infrastructure projects from tender stage through commercial operation, with particular expertise in complex arbitration proceedings. Assaf is a member of the United Nations Economic Commission for Europe Team of Specialists and Israel’s first delegate to that body. He holds a B.A. in Social Studies, an LL.B., and an M.A. in General Philosophy, all from Bar-Ilan University, and is a certified arbitrator.
