Honorary Council

The Honorary Council is the Association’s senior representative body under its bylaws. Its members are leading figures from the construction, infrastructure and related professional fields, and it supports the Association’s activities through lectures, conferences, professional panels, publications and other public-facing initiatives.

Justice Justice Hanan Melcer, Former Deputy President of the Supreme Court of Israel
Justice Hanan Melcer is the former Deputy President of the Supreme Court of Israel. Before his appointment to the Court, he founded Melcer & Co., a leading law firm specializing in public law, communications law, infrastructure law and commercial law, and was involved in the legal aspects of major infrastructure projects in Israel, including the Cross-Israel Highway, Ben-Gurion Airport Terminal 2000, the underwater communications cable initiative, the Israeli civil satellite initiative, and the Tel Aviv light rail project. Professor Professor Arie Reich
Professor Arie Reich is Vice Rector of Bar-Ilan University, former Dean of the Faculty of Law, and Jean Monnet Professor of EU Law and Institutions. He is an experienced arbitrator, particularly in international disputes, and has served on multiple World Trade Organization dispute settlement panels, on the ICSID Panel of Conciliators and Arbitrators, and as a standing arbitrator in the Tel Aviv Red Line project. Benjamin Zelmanovich, Adv.
Benjamin Zelmanovich is an expert in planning and construction law. Since 2016 he has served as Chairman of the Board of Appeals under the Planning and Construction Law, hearing appeals relating to licensing, taxation, economic issues and appraisal aspects of construction and infrastructure projects. He previously served in legal planning roles at the Ministry of Interior and advised planning bodies including the National Infrastructure Committee. Professor Professor Galit Cohen-Blankshtain
Professor Galit Cohen-Blankshtain heads the Federmann School of Public Policy and Governance and is a member of the Department of Geography at the Hebrew University of Jerusalem. She earned her Ph.D. from the Free University of Amsterdam and completed postdoctoral research at Harvard Kennedy School. Hussam Bishara, CPA
Hussam Bishara is Chairman of the Board of TransIsrael Ltd., the governmental company responsible for nationwide transportation projects, including roads, rail and the Haifa–Nazareth light rail project. He previously served as Chairman of the Board of Israel Railways and is a partner at RSM Schiff Hazenfratz & Co. He holds bachelor’s degrees in Accounting and Economics from the Hebrew University of Jerusalem and lectures in professional forums on auditing and accounting. [Read More]

Judge Judge Iris Soroker (ret.)
Judge Iris Soroker served as a judge of the Magistrates Court in Rishon LeZion from 2003 to 2016. She dealt with a wide range of civil and commercial disputes, including contractual disputes, real estate, torts, banking, insurance, construction and disputes between contractors. Today she serves as an arbitrator and mediator, heads the Heth Academic Research Center of Competition and Regulation at the College of Management, and lectures at its law school. Major General Major General Kamil Abu Rukun (ret.)
Major General Kamil Abu Rukun is a retired IDF Major General. In his last role he served as Coordinator of Government Activities in the Territories and as a member of the IDF General Staff, with responsibility for infrastructure, housing planning, land allocation and planning committees. Prior to that he served as Head of the Civil Administration in the West Bank. He holds a bachelor’s degree in Middle Eastern Studies and a master’s degree in International Relations from the University of Haifa, and also completed director training at the Israeli Center for Management. Orit Sonn served as Deputy State Attorney, Civil Division, where she led and represented the State of Israel in a broad range of civil proceedings, including matters relating to construction and tenders. Noa Oren is a senior infrastructure executive with extensive experience in managing national infrastructure mega-projects across sea, air and land in Israel. She holds a BSc in Civil Engineering from the Technion - Israel Institute of Technology and an MBA from the Open University. Most recently, she served as Deputy CEO - Metro at NTA - Metropolitan Mass Transit System Ltd., overseeing a national project with an estimated budget of USD 50 billion. Previously, she served as Vice President of the New Ports at Israel Ports Company, where she concurrently led two landmark national infrastructure projects: the South Port in Ashdod and the Bay Port in Haifa, with a combined budget of approximately USD 2 billion. Oskar Abo-Razak, CPA
Oskar Abo-Razak is a tax partner at PwC. He previously served as Director General of the Ministry of Interior, Chairman of the National Planning and Construction Council and Deputy Director of the Tax Authority. Since 2005 he has served as Chairman of the Real Estate Appraiser Examinations Committee at the Ministry of Justice.
