Noa Oren

Noa Oren is a senior infrastructure executive with extensive experience in managing national infrastructure mega-projects across sea, air and land in Israel. She holds a BSc in Civil Engineering from the Technion – Israel Institute of Technology and an MBA from the Open University.

Most recently, she served as Deputy CEO – Metro at NTA – Metropolitan Mass Transit System Ltd., overseeing a national project with an estimated budget of USD 50 billion.

Previously, she served as Vice President of the New Ports at Israel Ports Company, where she concurrently led two landmark national infrastructure projects: the South Port in Ashdod and the Bay Port in Haifa, with a combined budget of approximately USD 2 billion. She specializes in leading complex processes of design and construction with a holistic vision. Oren is a subject matter expert in international tenders, large-scale budgets, resolving complex bottlenecks with a strong emphasis on quality, schedule, and budget performance.

In parallel with her executive roles, Noa served for nearly a decade at CAMERI – Coastal & Marine Engineering Research Institute, including as Chairman of the Board. Earlier in her career, she held senior engineering and construction management positions at Ashtrom Group, working on major projects such as the Jerusalem Light Rail, the Hayovel Port project in Ashdod, and the Ben Gurion Airport 2000 project. She has also practiced as a design engineer and lectured in Structural Statics at Ruppin Academic Center. Her professional profile combines strategic leadership, engineering expertise, and a proven track record in leading multidisciplinary, large-scale infrastructure projects.
